JLL Secures Planning Approval For New Liverpool International College Scheme

The northern planning team at JLL has secured planning permission for a new 'Live/Learn' facility for Liverpool International College (LIC) which will kick-start development activity at Liverpool's 30-acre Paddington Village scheme.

The project will create 47,000 sq ft of cutting-edge academic, residential and administrative space, across 13-storeys, with an impressive three-storey atrium and is due to open in January 2019.
It will be located at Paddington Village, part of Knowledge Quarter Liverpool - a 450-acre urban innovation district, which is home to some of the world's most influential players in science, health, technology, education, music and the creative and performing arts.

LIC is operated through a successful 10-year partnership between Kaplan and the University of Liverpool. It recruits and prepares more than 800 international students for entry into the University's degree programmes each year, with courses in academic skills, key subject knowledge and English language.

Frazer Sandwith, Planning and Development Director at JLL, who advised Kaplan/LIC, said: 'The scheme is set to have significant social and environmental benefits for the Merseyside area and will provide an impressive live-learn facility for LIC's international students.

'This announcement kick-starts the development of Liverpool's 30-acre Paddington Village, and as such has been designed with the broader scheme's goals in mind - of delivering true regeneration to this key city centre site.'

With the Knowledge Quarter becoming established as a world-leading hub for innovation, our new location will offer our students exciting opportunities and convenient access to University facilities.'

With over £1bn of new developments currently underway, and a further £1bn in the pipeline, the Knowledge Quarter plans to increase the city's employment figures, improve graduate retention and attraction rates and establish Liverpool at the forefront of the Northern Powerhouse.

The new LIC Live/Learn facility will:

  • Provide a home away from home for the international students with 259 beds in larger single bedrooms, in a mix of cluster and studio apartments, all en-suite, with enhanced storage
  • House a café, Knowledge Hub, study booths, and social area with game and study zones with expanded opening hours to suit students' varied schedules
  • Provide 24/7 surveillance from reception
  • Offer access to University facilities including libraries, IT suites and sports facilities
  • Act as a gateway to the University of Liverpool campus with its frontage onto Grove Street
  • Have fantastic views across the City of Liverpool, up the Mersey out to the Irish Sea and across the Cheshire Plain to the Welsh Hills

Kaplan International Pathways supports 40 partner universities around the world by increasing their international student enrolments and preparing students for higher education study.

Planning approval is subject to a Section 106 Agreement and Judicial Review period.
